David Truman and Herbert Simon (Thomas et al, 2002). There is also the influence felt from the European Scholars who came to the US at this time. Fleeing
from the Nazi threats ion Germany many who entered the US had been influenced by Max Weber and has a sociological background. These individuals also moved into the study of
political science (Campbell et al, 1960). There is also a growing interest that helps develop the concept of Behavioralism, for example surveys were used in the 1948 the survey
of the race for the presidential of Truman and Dewey. In this the behavior of the voters was seen to follow distinct trends. Two thirds of the voters had made
their mind up even before the election campaign began, the individual that were most influenced by the campaign were the least well informed of the electorate and those who cared
the least (Campbell et al, 1960). This evolved the idea of the perception careen, with the party label equating to the ideological agreement (Campbell et al, 1960).
These were the backgrounds against which behavioralism developed. These along with funding form organizations such as the Rockerfeller foundation and the Ford foundation
provided the funding needed to drive the topic forward (Campbell et al, 1960). Looking at what is meant by behavioralism it is
