The Purpose and Use of the Assessment This assessment was designed to meet both federal and state guidelines for the identification of Emotionally Disturbed/Behaviorally Disordered students, and corresponds with psychological
elements related in the Diagnostic and Statistical Manual of the American Psychiatric Association, IV Edition. The assessment provides a referral checklist to determine whether parents and educators see corresponding
behavioral indices which would spark the need for testing, while also providing a measure for overt indicators of behavior disorders (specific behavioral manifestations in inappropriate settings) and subtle indicators of
behavioral or emotional problems, including withdrawal, suicidal ideation and depressive symptoms (McCarney, 2000). The purpose of this test, then, is to determine whether there are indices of emotional or
behavioral disorders in order to determine the likelihood that a child could have an emotional disturbance or behavioral disorder that would require Special Education or therapeutic services.
The Theoretical Base The theoretical base for this test is linked to the belief that behavioral and emotional problems often go hand-in-hand. Childhood manifestations of emotional or behavioral disorders
can have lasting impacts if effective interventions are not achieved. In addition, the rush to label every child with a behavioral problems as children with ADHD (Attention Deficit Hyperactivity
