and sea is waged. The land, of course, has endured for billions of years and will surely hold for billions more. According to most of my research, however, in todays
environment- the sea does indeed appear to have the upper hand. In early January of 1992, all along the length of a new seawall at
Ocean City, Maryland, it took the storm-whipped ocean less than one day to swipe more than half of the 6.5 million cubic yards of sand laid down by U.S. Army
Corps of Engineers just six months before. The beach "replenishment" project had cost $45 million; the repairs added an additional $12 million. At Chatham on Massachusetts Cape Cod, a
1987 storm breached a barrier spit leaving a narrow gash that widened to a mile within just a few months. Ordinary ocean surf striking the once-sheltered main shoreline tore away
at 75 feet of land in one year, and from what I have learned-- only enormous rocks prevent further recession. Whether from storm damage or daily erosion, the reality
is that similar problems plague beaches all along Americas eastern coast. Even more importantly, sea levels have risen by about a foot over the past
century, whether from the thermal expansion of warming seas or from melting polar ice caps. Since we as ocean-loving people are drawn to coastlines and seem to be compelled to
erect houses, hotels, and other structures as close as possible, much is at stake. Should the rising trend continue, beaches and their respective shore towns everywhere are clearly menaced.
What we do about beach erosion is a matter of profound and increasingly self-styled public policy. Notes Rutherford H. Platt, a professor of geography and
