As might be expected, there is a very high drop-out rate, 50 percent of "first-time freshmen" drop out within a year and 42 percent of these drop-outs are recent high school graduates (ASCCC, 2007). Because of this situation of so many community college students being under-prepared for the rigors of college-level academic work, the Academic Senate for California Community Colleges initiated a new program called the Basic Skills Initiative (BSI) (Fresno City College, 2007). The BSI is actually a partnership of the Academic Senate, Chief Instructional Officers, Chief Student Services Officers, and the System Office (Fresno City College, 2007). There were specific phases in the development of this program. these were: research why students did not succeed; identify strategies to assure student success; professional development; and a way to implement the new ideas across the state (ASCCC, 2007). To obtain this information and gain insight, the committee reviewed more than 250 references spanning three decades (Basic Skills Initiative, 2007). The coordinators report this was the most extensive and comprehensive literature review ever conducted in California community colleges (Basic Skills Initiative, 2007). Basic skills are defined as "reading, writing, mathematics, learning skills, study skills and English as a Second Language" (Illowsky, 2007). These are considered the foundation skills for success in college level education (Illowsky, 2007). The BSI itself is intended to provide professional development to allow community college instructors to teach these skills to incoming students (Academic Senate for California Community Colleges, 2007). The initiative intends to provide training to all 109 community colleges in the state of California (Foothill-De Anza Community College District, 2007).
