to provide healthcare services for a large segment of the underserved population, the states children. The arguments on each side of this issue range from political and economic to
philosophical and ethical. Understanding the arguments provides some insight into the struggles of California in putting into place their California Healthy Families program and extending it any underinsured children
in the state. Arguments in favor of universal healthcare for all of Californias children came following a 2001 survey, which suggested that while many Californians received healthcare services paid through
the Med-Cal system, Californias low-income Medicaid program, there were still 6.3 million non-elderly people who had no healthcare coverage, many of whom were children (LWV California, 2003). Many of
these people fell just out of the income range for Medi-Cal and could not afford private-pay health insurance. As a result, in 2002, then Governor Gray Davis expanded
the existing program in California under the Healthy Families initiative, to cover a much larger portion of Californias children under this low cost insurance program called SCHIP (State Childrens Health
Insurance Program) (Urban Institute, 2006). Supporters maintain, then, that providing healthcare for the children of California is based on a demonstrated need. Since the mid-1990s,
the state has focused on methods for improving access to care by gaining the support from organizations like Health Access California, which backs political measures that focus on healthcare access
for all citizens. The arguments in favor of healthcare for all children maintain that many long-term health problems in adulthood could be prevented by basic care in childhood, and
that lack of access to care for children leads to increased costs when these children without healthcare require emergent care. As a result of this view, Governor Schwarzenegger, along
