One of the most violent cities in the United States, Baltimores increasing crime rate continues to be a matter of concern among city residents and local
politicians. The Baltimore Police Department divides the city into the Western and Eastern district. The western district, where gang and drug activity run rampant, remains a hotbed for murder, and
police agencies are constantly trying new strategies to reduce the number of homicides in the city. Community involvement has become essential and encouraging local residents to report suspicious activity has
helped deter or prevent criminals from committing violent acts. Nevertheless, the BPD continues to have their work cut out for them as the number of homicides and gang-related crimes in
Baltimore remains one of the highest in the entire country. In 2009, there were 238 homicides in the city limits of Baltimore. In 2008, there were 234 (BPD, 2009). This
ranks as the third-highest homicide rate per capita of all American cities with a population of 250,000 or more (Uniform Crime Report, 2009). And although the murder rate declined in
