or temporary" care and custody of children at risk (DHR). Baltimore CPS serves a population of 631,366 that can be characterized as ethnically diverse, according to 2006 census statistics
(U.S. Census Bureau). The population of Baltimore is primarily African American, as this demographic represents 64.9 percent of the total population. Whites constitute 31.7 percent and Native Americans, Asians,
persons of Hispanic or Latino origin, as well as people of Pacific Islander descent are also represented (U.S. Census Bureau). The general policy of the CPS is that when
it is possible to protect the safety of children within their own home through the intervention of services or assistance, this provides a preferable alternative to foster care. CPS workers
enter into relationship with families "in order to identify, control and reduce the risk of to children" of child abuse or neglect (DHR). The treatment process consists of a
"deliberate, reasonable, mutually agreed upon strategy" that is designed to reduce risk that constitutes the focus of the CPS intervention (DHR). In other words, CPS interventions move families toward
specific, desired goals, by employing combination of efforts that support, direct and utilize authority (DHR). The CPS case worker may instigate direct services to family members or the case workers
may act as a case manager and coordinate services (DHR). As this description suggests, CPS recognizes that successfully completion of goals is intertwined keeping families together, while providing families with
