In the twenty first century we are faced with a definite challenge in regard to how to go about balancing our national security
interests with the individual rights and freedoms. We have an obligation to secure our nation from acts of terrorism yet we also have an obligation to provide for the
rights granted by the US Constitution. By the very fact that national security hinges on both national and international politics and lawmaking, the opportunity exists for individual rights to
be either intentionally or unintentionally plowed under in our efforts to implements approaches, policies, and laws. Obviously, national security must be balanced on carefully planned and implemented strategy that
is designed not just to guard against terrorism but also to protect the very values upon which this country was built. At the same time we must recognize that
our society has changed since its first inception. We must use the tools we have at hand to guard our security while at the same time protecting our personal
privacy. Among the more valuable tools are technological devices such as surveillance cameras and voice recorders. The key to balancing national security
and national interests as a whole, i.e. to balancing against protecting against such threats as terrorism while at the same time insuring the continuation of citizen rights, lies with a
