One of the most productive uses of the bail hostel system, however, is in their use as alternative housing criminals. Such use could, under certain circumstances, be more economical and efficient than typical prison scenarios. There are, however, a number of considerations which must be made in the bail hostel environment. These considerations include funding, management and staffing, supervision, equal opportunity issues, community interaction, risk management, physical configuration of the facility. in the United Kingdom. These facilities now boast a fifty year track record (Lockett, 2002). A recent audit of the bail hostel system in the U.K. relates that
approved probation and bail hostels now provide more than two-thousand two-hundred bed spaces (Lockett, 2002). Bail hostels have proven themselves effective in providing an enhanced level of supervision of
residents and in a consequent reduction of risk (Lockett, 2002). In many cases the funding for such facilities equates to an overall savings for the correctional environment as a
whole in that bail hostels have proven to reduce criminal recidivism. Juvenile offenders are particularly suited to the bail hostel environment. The bail hostel environment potentially has the
capability of addressing some of the more ingrained factors of juvenile crime. The literature, for example, notes that here are numerous correlations with juvenile crime and family characteristics, environmental
