that women first voted and were able to stand for election in Bahrain (Wright, 2006, Fenn, 2003). In these elections 40 seats were being contested by a total of 174 candidates, including 8 women (Wright, 2006). This may be seen as a major step forward in womens rights, but it is also worth noting that in this first election although 52% of all voters were women, no women won seats (Wright, 2006). However, the government remains committed to establishing and increasing womens rights (Anonymous, 2007). It may be argued that Bahrain is now catching up with much of the rest of the world. However the context of the country as an Islamic and Arabic Nation must also be considered in the way that the rights are developed and the idea of gender equality is not universally accepted by many in political office. However, Bahrain in a member of the United Nations and under the United Nations Declaration on Human Rights it states "Everyone has the right to take part in the government of their country" at article 21 and Article 7 (a) of CEDAW1 says that the states will commit themselves to policies that women will be able to "vote in all elections and public referenda and [be] eligible for election to all publicly elected bodies" (quoted Sakr, 2000). Therefore, the rights given omen may be seen as meeting an international obligation made to others as well as to the women of Bahrain. However simple passing the legislation is not sufficient to give women rights, the political changes have to be accepted as right and adopted in the way they are practiced.
