a willingness to do what it takes to see her students have as many advantages in life as are possible. One of the basic building blocks of a good education
is the ability to communicate via spoken, written, and the printed word. For those who do not have a grasp of the English language it becomes imperative that they be
instructed in the language that will allow them the best possibility of success and that bilingual programs in the school systems must be an integral part of any educational process
whose goals are that of producing capable and able citizens. The goal of bilingual education is to promote continued progress in academics through the use
of the students native language, while learning to speak English. However, many opponents to bilingual education point out that immigrants who came to America only a few decades ago did
not require bilingual education and their English soon became impeccable. Thus, they argue, total immersion is the key to making the transition quicker for immigrant students. However, research studies do
not concur with this claim. All one has to do is look to the past for a dramatic lesson in total immersion theories. Many
of the first immigrants to come to American shores were from Europe. Various reports from the turn of the century indicate immigrant groups from this time in history did worse
than any other group, in particular, the Italian immigrant children(Kloss 1977). A immigration commission report stated that eighty percent of native born children stayed in school while only fifty eight
