The idea of empowering employees to note product defects, measurements, continuous improvement, among other such quality initiatives, among other aspects of TQM, have gained the admiration of business people and academicians alike. Almost any company likes the idea of continuous improvement, which is the main basis of any type of quality initiative or totally quality management (Nwabueze, 2001). When it comes to implementation of such initiatives, however, the reality is far more sobering. It seems that there are more failure stories than there are successes when it comes to TQM implementation. Why is this the case and what are some of the barriers that impact quality initiative implementation? Most researchers point out that one main problem that faces those who want to make implementation of quality initiatives is that the changes tend to be superficial (Sebastianelli and Tamimi, 2003; see also Glover, 1993). Basically, because TQM requires the organization to change, when TQM systems dont match the organizations culture, implementation simply doesnt take place (Sebastianelli and Tamimi, 2003; see also Glover, 1993). Without a change in management, without a top-down commitment from senior management when it comes to quality commitment, successful TQM implementation simply cant take place (Sebastianelli and Tamimi, 2003; see also Glover, 1993). Sebastianelli and Tamimi, in a 2003 study they authored, pointed out that participants in a survey they developed noted five obstacles that interfered with implementation of quality initiatives. These obstacles were inadequate human resources development and management when it came to the initiatives; the lack of planning for quality or quality management; lack of leadership commitment; not enough resources dedicated to TQM implementation ...
