it may also be seen as a domestic issue. In recent speeches and rhetoric from the Azerbaijan government there is an appearance of a desire to find a resolution to
the conflict. The difficulties in the area have a long history culminating in a war between 1988 and 1994 which cost in excess of 30,000 lives. The policies and actions
may be seen as full of contradictions, when looking at the foreign policy of Azerbaijan it reflects its status as an independent nation that is fiercely supporting that independence and
feels threatened, in a situation that is also influenced by other major national players, such as Armenia, Russia, Turkey, Iran and Georgia. To assess the apparent foreign policies of Azerbaijan,
rhetoric and actions which may reveal intention whch can be considered as well as the influences on the past and the present situation from external sources can be discussed.
In 2008 the Foreign Minister for Azerbaijan; Elmar Mammadyarov indicated the government wishes to find a resolution to the conflict, and that negotiated
settlement was important not only for Azerbaijan but for Armenia in order for development of the area to take place, he also stated that this was important in the wide
international environment saying "Settlement of the Nagorno Karabakh conflict will help Azerbaijan to serve as a bridge between the European Union and Central Asia. The EU should be interested in
stability and economic development of the region, which can satisfy its energy needs" (quoted in PanARMENIAN.net, 2008). The foreign policy of Azerbaijan has been to foster international relationships with a
