Family welfare, in turn, is directly affected by a number of factors. Family stresses can include everything from economics, to criminal activity, to substance abuse (NSW Child Death Review Team
2003, p. 1; Tomlison 2002, p. 1). These stresses impact the family not only directly but indirectly through their connection with domestic abuse and the concerns that they raise
in regard to child protection (Tomison 1996, p. 1). These are not new concerns. Tomison (1996 p. 1) contends, in fact, that the connection between substance abuse and
family violence extends even to ancient times. Given our changing world, however, we now have the capability to make a more effective address of this correlation.
We have many obligations when it come to protecting the welfare of our nations children. When families are engulfed in substance abuse and domestic violence
the most innocent victims are often the children. Child Protection Review (2005, p. 2) contends:
"Children must come first in social policies and the allocation of social resources, children must come first in the words and deeds of agencies that are entrusted with protecting them"
To meet this obligation we must remain ever cognizant of the facts concerning family welfare.
