in the approaches by social workers in addressing the needs of substance abusers. Social workers, social psychologists and a variety of practitioners have recognized harm reduction as a means
of improving recovery processes for alcoholics and individuals with substance abuse problems, but a variety of outcome-related perspectives exist regarding the perceived benefits of this public health ideology.
Problem Statement The problem of substance abuse and the relationship to existing therapies has been an
important part of the changing protocols for social workers. The directive for a better social and public health response to substance abuse is evidenced by authors like Brocato and
Warner (2003), who have stated that federal spending levels for drug and alcohol control have risen from $1.6 billion in 1985 to over $19 billion in 2000. "In
2000 policy provisions established by the Office of National Drug Control Policy continued to give the lions share of the budget to interdiction and enforcement (67 percent), whereas a youth
media campaign and treatment received the least (32 percent), (Drug Policy Foundation [DPF], 2000; ONDCP, 2000). A RAND study indicated that even these figures for spending on treatment may be
inflated up to 60 percent in certain cases, and that the estimates of spending on enforcement are largely inaccurate (Murphy, Davis, Liston, Thaler, & Webb, 2000)" (Brocato and Wagner, 2003).
