This translated into over a million children who actually received services as victims of maltreatment in 1995 (Kolbo & Strong, 1997). Children are being abused at an ever-increasing
rate and social services workers, psychologists and sociologists have attempted to approach the problem in order to determine if there is a cyclical pattern to abuse. Literature supports the
belief that children who are abused often display aggressive maladaptive behaviors as a result of their abuse. Looking at the problem sequentially, there is then a correlation between children
who display maladaptive behaviors in their younger years, and adolescents who display aggression to the point of requiring legal intervention. The Problem The prevalence of child abuse
in the United States creates a disheartening view of the problematic nature of parental relationships. While many theorists recognize that the national trend in the United States towards the
protective measures for children is more progressive than ever before, their continues to be a rapid growth in the number of children who are abused or neglected each year (Brissett-Chapman,
1997). "Since 1980, alleged child abuse and neglect reports have more than doubled in this country [Child Welfare League of America 1986; National Center on Child Abuse and Neglect
1993]. In 1991, state child protective agencies investigated an estimated 1.8 million reports involving 2.7 million children [National Center on Child Abuse and Neglect 1993], compared to 929,000 reports in
1982 [Russell & Trainor 1984]. The recent legislative reforms in child welfare services, passed as part of the Omnibus Budget Reconciliation Act of 1993, may be viewed as a result
