According to William Safire, nuclear proliferation is "the growth in the number of nations that possess atomic or hydrogen bombs" (1993, p.511). The statement appears to be
self-evident at first, but has a lot of nuances, and means different things to different people. The phrase nuclear proliferation is actually a constant challenge to politicians as atomic
jargoneers say that the possession of such weapons is diffusing, which is the result of scientific informations dissemination, and so what takes place is actually nuclear proliferation (1993).
In other words, what occurred during the cold war-or the build up of nuclear weapons-was both nuclear proliferation and its antithesis. It appears to
be a contradiction, but actually makes sense. In order to deter nuclear build up, one has to have a substantial nuclear force. The arms race effectively makes it so nations
are afraid to bomb other nations due to the ability of the others to retaliate. In order to produce a deterrent effect, nuclear proliferation had to be a reality. It
was. But others have a different point of view. The origin of the term is Latin. Proliferation comes from a Latin word that suggests offspring and had primarily been
used in biology when speaking of the division of cells or things of that nature (Safire, 1993). And while it had been used in scientific reports and articles, it would
begin to be used politically during the cold war. Adlai Stevenson was the first to use the term, and in a 1949 speech, he described the process where state departments
