justice in this context. However, measuring the actual need of patients can sometimes be extremely problematic. This is especially true in the context of mental health, where measurements of symptoms
and need for care are often subjective and ambiguous. Consequently, outcomes research has been helpful in the health care field for developing metrics and tools for providing a measure of
objectivity to these kinds of assessments, on the basis of the end results. This paper explores one of the many tools that has been developed for determining the care needs
of mental health patients, based on outcomes research, the Target Symptom Rating. To begin with, a brief overview of the nature of outcomes research is necessary. Outcomes research is,
simply speaking, research that is based upon a measurement of outcomes in experimental contexts, it "studies the end results of medical care - the effect of the health care process
on the health and well-being of patients and populations" (Foundation for Health Services Research, 1994). Examples of outcomes research might involve an analysis of specific procedures such as surgeries or
