The paper looks at the budget itself, as well as NACSLB Best Practices; GASB34 and Orlando's Comprehensive Annual Financial Report (CAFR). It appears that the awards that the City of Orlando has received for its budget processes and presentation are well earned. If there is anything missing in Orlandos current budget, it is not readily apparent. The current document is 474 pages long, and presented in the front matter of
the current budget is a certificate of award from the Government Finance Officers Association (GFOA) for the previous years budget. The award is the Distinguished Budget Presentation Award given
by the GFOA each year; the City of Orlando states that it will be submitting the current budget for consideration for the award as well. Another award that the
City received for its 2006 budget was the Leaders at the Core of Better Communities (LCBC) certificate of achievement in "recognition of its use of performance measurement in local government
management, including training, verification and public reporting" (Annual Budget, n.d.; p. v). Purposes of the Budget The Annual Budget (n.d.) document explains to
readers that there are four purposes of any public budget: policy guide, financial plan, operations guide and communications guide. Policy Guide As a
policy guide, the budget informs the reader about the City and its policies, such as the Citys plans to reduce emissions from its largest and most polluting heavy vehicles by
altering them to operate as flex-fuel vehicles. As a policy guide, the budget "includes organization-wide financial and programmatic policies and goals that address long-term concerns and issues, as well
as its short-term financial and operational policies" (Annual Budget, n.d.; p. iii). Financial Plan The budget function as a financial plan outlines how
