the U.S. is a massive and extremely complex issue. It is easy to say that the government is going to reform health care by providing universal care but the details
of the policy and the steps to implement it are excessive challenging. The first step is to determine funding. This policy would be based on a single-payer system as
it is in Canada and other industrialized nations. The single payer is the U.S. government. This sounds like Medicare but it isnt because Medicare beneficiaries typically purchase a Medicare Advantage
plan to cover the many health care expenses Medicare just does not pay for. That means Medicare is actually at least a three-payer system. Medicare covers so much, the Medicare
Advantage plan covers so much and the patient is left with the excess. Even with Medicare, a family who experienced a catastrophic illness could still go bankrupt. If
the policy was to be indeed universal, the policy itself would cover all health care costs if it were a single-payer system. Even Canadas plan is not complete because patients
must pay for their own drugs that are purchased outside of a hospital in-patient situation. However, Canada places limits on how much can be charged for any given prescribed medication.
Canadians must also pay for dental and vision costs. Dental problems can lead to other health problems and diseases. The desired results of a universal health care policy is
to assure every single American regardless of age or any other demographic receives needed and quality health care. This policy would need to be different than the Medicare system, which
is showing it also needs reform. The system needs to be monitored constantly by a U.S. Health Department who will be alert for fraud that is so prevalent in the
