asbestos (La Dou et al, 2001), others indicate that asbestos may be the target if blame, even where it may not be the cause of illness (Weisenburger, 2002). Despite the
later exposure of some over attribution of illness to asbestos the level of risk is still high. However, when looking at the research there are some very unfortunate aspects with
the nature of asbestos and the way exposure may result in asbestosis. As exposure does not result in immediate illness the time delay creates difficulties in the study of the
condition and its causes as well as the difficult it may create in prevention and diagnosis. The occurrence of asbestosis is predictable in those who have been exposed to asbestos,
and is incurable, making the prevention and detection of risk and treatment very important in the control and prevention of the condition (Wagner, 1996). The only way in which this
disease may be regulated and reduced or eliminated is by careful control of workplace conditions, this will prevent new cases occurring and may limit exposure to those already at risk
(Wagner, 1996). Despite this knowledge, the number of deaths recorded as a result of asbestosis has increased (Bolton et al, 2002, Work-Related Lung Disease Surveillance Report, 1996). This is true
of the UK and the international environment, and is due to the delay between exposure and the manifestation of the condition (Bolton et al, 2002). This delay and blame on
the delay has also increased risk with anointer phenomena, that of blame shifting, with the current occurrences being blamed on past practices. This has lead to fewer considerations of current
