testing. Reviewing a range of literature Thompson and Weiss (2011), seek to develop a single unified strategy to support the practical aspects of developing and implementing CAT. The article reviews
the existing literature and puts forward a five stage framework. It is noted in many frameworks and studies have taken place looking at different aspects of CAT, but many are
relatively limited. The aim of this new framework is to provide practical guidance from the moment the implementation of CAT is considered to the publication of the test. It is
noted that the majority of CATs are based on the concept of item response theory (IRT) which is deemed to be a powerful psychometric model which provides a number of
advantages which facilitate direct comparison between different subjects (Thompson and Weiss, 2011). However, as with any other test format, the value of the results will reflect the quality of the
design and analysis of the test (Thompson and Weiss, 2011). The first stage of the framework is the feasibility, applicability and planning studies. It is undertaken in order to ensure
that a CAT is suitable for the scenario, and tools such as a Monte Carlo simulation as well as a business case evaluation may be useful (Thompson and Weiss, 2011).
Once first stage is complete, and the determination that CAT is suitable, the second stage will be entered, this is the development of the item bank content which will be
utilised in the test. An organisation will have two choices; they may create their own item bank, or may utilise existing item bank, the advantage of the latter may be
the existing track record (Thompson and Weiss, 2011). However, there may be advantages to creating a new item bank to ensure there is a more customised system. The third stage
