agreement with the book industry in the United States that allows it to publish pages from various books. Now, objections are being raised to the original agreement signed last year;
most of the objections center on "antitrust concerns" raised by the U.S. Justice Department, as well as copyright issues raised by Germany and France (Waters, 2009). The judge who is
to hear the case, Denny Chin, delayed the hearing and in that time, further objections have been raised, including some by China (Waters, 2009). The Google system allows the
search engine to publish segments of "all published works whose authors have not opted out" (Waters, 2009). In addition, Google would be able to "sell digital copies, and hand 63
per cent of the proceeds to a new book Rights Registry representing publishers and authors" (Waters, 2009). Observers suggest that if there are any changes made to the current Google
agreement as a result of the hearing, it will be a "surgical type of change" rather than a complete overhaul of the way in which Google does business with authors
and publishers (Waters, 2009). The most important part of the scenario appears to be "defusing the international opposition" since foreign governments and publishers are protesting that when Google publishes
a foreign work that has "never been published in the US without the need for any permission," it is violating a fundamental principle of copyright (Waters, 2009). This argument has
