follow. This paper analyzes an article about the California criminal justice system and budget concerns. Discussion It has proven surprisingly difficult to find an article that might lend itself to
analysis. Repeated searches using terms like "2007 budget +California +criminal justice system" returned little information that could be discussed; most of what came back was statistics from the Legislative Analysts
Office. Finally, it was necessary to search library databases (which are also accessed via the Internet); one article from eLibrary seems useful, as it discusses the impact of Prop. 36
on the criminal justice system. Because it was necessary to find something that had a direct bearing on the criminal justice system and the budget; and that could be discussed
(rather than simply presented as a collection of figures from the budget office) this article was chosen. Californias so-called "Proposition 36" is known as the "Substance Abuse and Crime Prevention
Act of 2000" and was implemented in July 2001 (Hser et al, 2007). Under certain conditions, this law allows "adults convicted of nonviolent drug possession offenses to choose community-based drug
treatment in lieu of incarceration or probation without treatment" (Hser et al, 2007, p. 104). In addition, the law also allows those offenders already on probation or on parole
"who commit nonviolent drug possession offenses or who violate drug-related conditions of probation or parole" to receive treatment (Hser et al, 2007, p. 104). The new law has resulted in
a significant increase in the number of people seeking treatment, which in turn has caused "considerable challenges for Californias publicly funded drug treatment system" (Hser et al, 2007, p. 104).
