be minorities. One can argue that minorities are arrested more than white people because they commit the most crimes. But, others can clearly argue that the statistics of arrests do
not involve as many whites because whites often go free in many cases. It is a complex topic which, in all honesty, may never reveal a solid truth in relationship
to minority involvement because minorities are clearly targeted more, and more prone to arrest for simply existing. The following paper examines the condition of minorities and arrests in the state
of California. Arrests and Minorities in California According to a report of the Judicial Council Advisory Committee on Racial and Ethnic Bias in the Courts in the nation
as a whole one in three African American males are under the control of the justice system. The percent is 30.2 (Executive Summary of the Final Report of the Judicial
