uses the Toulmin model to argue in favor of legalization of marijuana for medical use. Overview The topic that this paper considers is the legalization of marijuana for medical purposes.
This is a controversial subject and should interest readers for several reasons. First, the United States has more of its citizens in prison than any other country on earth; on
average, one of every 138 Americans is in jail(McVay, "Drug Offenders in the Corrections System"). This enormous prison population represents a significant drain on the taxpayer. Second, the majority of
inmates are in jail on drug charges; in 2003, 55% of all inmates were jailed for drug-related charges; in 1995, that figure was 60% (McVay, "Drug Offenders in the Corrections
System"). Finally, the number of African Americans in jail is disproportionately large, revealing a fundamental bias in the American justice system against the poor and minorities (McVay, "Race, Prison
and the Drug Laws"). If we continue to incarcerate blacks at these rates we will continue to demonstrate our bigotry and racism, and our society will suffer accordingly. These
are important issues and deserve attention because they will shape our nations future. Clearly we can build more and more prisons, and we have-but our prison system is not working.
Filling up the cells with non-violent offenders is a poor use of the criminal justice system and drains needed resources. The question we should ask-and never do-is this: What about
