had a successful career as a "bookie" within Australian horse racing. Marlene is well known but unlicensed, and three times she has run afoul of policies enough to have
her barred for life from attending races. Apparently, her offences have not been so great that she has not been able to convince decision-makers to reconsider the degree to
which she is welcome at the races. Marlenes interest in the races was to profit from the betting ring she conducted behind a
stable at the race track. She had been conducting business with a series of several people over the course of an hour when she arrested by police. "She
was charged under Section 9 of the Betting Act." The purpose here is to list arguments that can be used against Marlene, as well as those that can be
used in her favor. The Betting Act Section 9 of the Betting Act reads, "No person shall keep a house, office, room or
other place for betting with persons resorting thereto." The penalty is a year in jail or a fine of $2,000. "During the
Second Reading of the Betting Bill, the Minister for Sport and Gaming stated that the object of the legislation is to ensure that unlicensed bookmakers cannot operate in the ACT."
