Electors are assigned to the different political parties according to the percentage of the popular vote that each party received in a general election. The federal Congress has two
houses, the "Camara de Diputados" (House of Representatives) and the Senate. Seats in the House of Representatives are allocated among various political parties according to the size of the population
of each province. Senate seats are evenly distributed, with two senators for each province, including the federal district. Senators are not determined by popular election, but rather are appointed
by provincial legislatures, with the exception of those Senators who represent the Federal District. These Senators are elected by popular vote through an electoral college. Argentina is divided into
23 provinces. Provincial legislative bodies are organized according to the constitution of each province. Some have two houses, others only one. All members are elected by popular vote (Embassy of
Argentina, 2001). Judicial power is vested in an independent branch of the Argentine government, both at the federal and provincial levels. Judges are not elected by popular vote, but are
rather appointed by the President or Governors and have to be confirmed by the Senate or the respective provincial legislature. There are three levels of federal judges - the Supreme
