The domination of these ideas may be seen as reflecting a general opinion that the ideas are universal and able to be transferred between different countries. However, it is also accepted that there are many national differences; it is these differences that is the core elements to Hofstedes cultural dimensions model (Hofstede, 2003). If there are major cultural differences which incorporate elements such as the way power is seen as the way it is exercised, as seen in Hofstedes model, then it may be argued the US models of leadership which are likely to reflect the culture in which they develop or are observed may not be universally applicable. To access whether or not there is a universality to US theories of leadership it is first necessary to identify which theories may be deemed to be American and look at the general characteristics or ideas that are incorporated in those theories to assess their applicability to other nations. Transformational leadership is a concept developed by James MacGregor Burns who defined the term and based his work on the observation of many leaders such as political and military leaders. Burns (1978) argued that the transformational leader may be seen as an extension of the charismatic leader and would focus on the end goal whereas the alternative model, of transactional models would look at negotiations and bargaining to get to an end. Participatory leadership, which is a generally self descriptive term, is also a US theory. Mary Parker Follett wrote of participatory management in the 1930s and was roundly ignored until Peter Drucker rediscovered her work 50 years later and increased the popularity of the concept.
