Garden City, New Jersey, is just one of myriad communities nationwide that has long dealt with the detrimental impact of disproportional minority representation on its police force. In 2000, City Commissioner Tim Cruz "expressed frustration" (Salcetti, 2001, p. PG) to "outraged citizens clamoring about the Garden City Police Department" (p. PG) - mostly about the consistent shortage of law enforcement officers - an opportunity that would seem perfect for filling the void with minorities. The problem, however, is how poorly minorities perform on the requisite testing procedures, ultimately precluding any consideration for joining the force. It is not as though Garden City had any difficulty cultivating interest for the eleven available positions, having received eight hundred applications in a matter of four months; rather, by the time those applicants were weeded out for various qualifying shortcomings, just over three dozen actually joined the force; twenty-eight were still employed as of 2001, which consisted of six women, two Hispanics, one African-American, one Asian and eighteen Caucasians. "Such a lack of diversity in the police department in a town with a combined minority rate close to 50 percent continues to plague city officials, administrators and most particularly, police personnel" (Salcetti, 2001, p. PG). One potential - if not hotly debated - alternative is what critics call "dumbing down" (Price, 1997, p. PG) the entrance exams so minorities are more readily able to pass the multi-step testing process.
