microscope with laws and leaders coming under intense international scrutiny. Gender issues in particular have been occupying the global stage with increasing frequency. Horrific headlines of female mutilation,
infanticide and gender discrimination are splashed across the Internet on a daily basis, and womens transnational groups, international organizations (also referred to as Nongovernmental Organizations or NGOs), along with United
Nations panels and worldwide summits are addressing these concerns and formulating policies. This, of course, has inspired an international debate with the liberals applauding such efforts, the conservatives decrying
what they have dubbed as examples of Western imperialism, and the moderates leaning toward labeling gender concerns as global issues, in which every person has a vested interest. It
is a touchy subject, to be sure, just as the ongoing struggle between federal vs. states rights has been throughout American history. But according to Foster (2001), "Research has
shown that the more women believed the cause of discrimination to be global... the greater was their sense of common fate, and in turn participation in collective action" (p. 242).
Allowing societies to deal with gender issues as they see fit enforces isolationism, and allows discrimination and human rights violations to go unchecked (Foster, 2001). Moving gender matters
into the global forefront demands accountability and galvanizes women with a sense of collective purpose that enable them to challenge patriarchal abuses. Transnational groups are publicizing injustice, and by
