One of the problems facing American cities and towns of all sizes is that of sprawl. It is seen as a natural evolution process of cities, but closer inspection reveals that it likely is not as “natural” as planners and designers would like to believe. As cities and towns across the country seek to revitalize downtown ghost towns or determine to be proactive as downtown buildings begin to become vacant, it is valid to assess whether the pattern is inevitable or whether planning and design share responsibility. Though many downtown areas contain shells of buildings full of treasures of architecture and positive effects that only time can generate, America is littered with downtown
areas deteriorating from neglect as suburbs grow. The paradox is that many of the new buildings and spaces constructed for these people seek to duplicate what already exists, though
in more convenient settings. Plannings Role Molinaro (1993) writes that planning commissioners need to "set the stage for higher-quality development and better-planned communities."
It is doubtful that he was advocating contributing such large sums to companies simply wishing to expand into growing areas and thereby contribute to the sprawl problem. "We
need to agree on what approaches have not worked. We also need to accept the fact that development does and will occur, so we can focus on the key issues
that do make a difference" (Molinaro, 1993). Molinaro (1993) discounts the value of the "outdated ideas" he says that most local planning commissions
