1. Introduction Hammersmith and Fulham Primary Care Trust (PCT) is a public body, as such there are many issues of public accountability. This increases the need
to measure performance and maximise that performance through review and development to a greater extent that is found in the commercial environment. The role of a review may be wide
ranging from assessing past performance, strengths and weaknesses to the identification of future training needs and changing job definitions. Looking at the Hammersmith and Fulham PCT the trust adopts a
people orientated approach appraisal techniques and tools, with the documentation stating that the processes outlined are guides and designed to be flexible to meet the needs of the different departments
well as divergent employees (H&F PCT, 2003). 2. Performance Assessments 2.1 Definitions In defining what is meant by performance assessment we can look at general
definitions. A good definition states; "Assessment tools help generate reliable feedback, identify the critical behaviours for success, and provide direction for customized development planning" (Morical, 1999; 43). Acas define this
further; "Appraisals regularly record an assessment of an employees performance, potential and development needs. The appraisal is an opportunity to take an overall view of work content, loads and volume,
to look back on what has been achieved during the reporting period and agree objectives for the next" (Acas, 2003). By looking at the Hammersmith and Fulham document it appears
