Eight planning elements - vision, standards, assessment, accountability, alignment with other district priorities, school environment, collaboration, and continuous improvement - can help districts develop and implement comprehensive physical education
programs. The Eight Planning Elements Vision. In order to develop and implement comprehensive physical
education programs, districts must have before them a vision of what it is that they want to accomplish. Do they want to give students a break in their day
and a chance to move around, or do they seek to instill some life-long habits on which students can build as they grow and develop? Districts must take a
longer view of physical education than only that of a recess period to accomplish any long-term goals, establish a vision and then a strategy by which to accomplish that vision
(Lumpkin, 1997). Standards. Assuming that a district develops and maintains a vision of focusing on wellness, there must be a method by
which they implement their physical education programs. Benchmarking can assist in defining what is desirable in relation to what appears to be attainable. From that, districts can determine
