life care, a premise, which is made possible through the incorporation of life-care contracts in which the elderly pay a fee for access to lifetime care. Unfortunately Angel Crest
Manor has suffered financial difficulties since the 1970s. Although there was a temporary come-back, recent stressor have further complicated the situation and Angel Crest Manor is now under extensive
review to justify its continued existence. There are several proposals being considered in this review but the most worthy of these calls for a return to the original mission
of the facility, the provision of the health care needs of the largely disadvantaged elderly community, which the facility served. A strategic plan for this facility must not only
provide an introductions to the problems but also a background of the situation and direction for the future. The problems currently being experienced
at Angel Crest Manor have a long history. The facility had been forced deep into debt by lawsuits demanding the care which the facility had promised through its life
contracts back in the 1970s. In the last few years, the facility see-sawed between economic ruin and financial stability. A major trend, which has occurred has been the
gradual shift toward serving all older adults verses just serving those in economic need. The reasoning behind this trend are quite simple. Financially stable people can afford to
