This grant allowed the district to install a "high-speed, fiber-optic network" in 42 schools (Top Ten, 2001, p. 26). However, after an auspicious beginning, the grant was revoked due to
an administrative error that took ten months to correct (Shapiro, 2006). With funding restored, the district can proceed with its long-term technology plan, which outlines district-wide action, goals, and oversight
for technological development and implementation through June 2010. The following discussion offers a summary and analysis of that plan. Vision: The vision statement for the Paterson Public School (PPS) system,
as stated in the District Technology Plan, is simply and eloquently stated as it proposes to improve student achievement via "vibrant teaching" and "world-class learning" in order to prepare students
for success both in academic achievement and in the workplace (PPS, 2007). This provides a worthy goal for organizing the districts overall plans. Mission: The districts mission statement goes
into detail concerning the goal offered by the vision statement. The statement begins by referring to the National Educational Technology Plan and its emphasis on the fact that the United
States faces tremendous competition today within the global economic arena. In order to meet the challenges of the future, the PPS system will continue to create a "powerful technology infrastructure,"
which will provide teachers with "new student data management systems," and also provide "dynamic technology-based environments and curricula" that will facilitate the process of all staff and students becoming computer
literate (PPS, 2007, p. 6). This mission plan is proactive in nature as it pictures technological literacy as a goal to be achieved and promoted, rather than as something
