of 1,976,019 imprisoned adults, 63% or 1,239,946 are either Hispanic or black ("Race," 2002) . Thus, there is an inordinate amount of nonwhites in the system. This
percentage is further exacerbated by the fact that "these two groups constitute only 25 percent of the national population" (2002). Other statistics shed some light on racism inherent in
the criminal justice system. For example, 12 states claim an incarceration rate of up to 15% for adult black men (2002). In 15 states, there are much higher incarceration rates
for black as opposed to white women, and the rates are found at up to 35 times greater than they are for Caucasians (2002). Similar statistics are demonstrated for the
Hispanic population. For instance, 9 states boast a rate of incarceration of up to almost 8% for adult Latino males (2002). Other issues loom over the United States, a
nation of laws but one that sometimes is criticized for the way it metes out punishment. There are particular questions regarding women and prisons because they are often mothers
and have responsibilities on the outside that are unique. Prison renders them helpless in a system that sees few other alternatives. Other issues concern youth and the treatment of youth
as adults. Acknowledging that there is a difference between youth and adult offenders suggests that there should be a differential in terms of treatment or at least the juvenile justice
system should be altered to accommodate new lines of thinking. But then there is restorative justice, a new way of looking at criminal justice that some claim takes care of
