circumstance that is an aspect of international relations. One important phenomenon or event is in fact the role of the IMF. A student writing on this subject notes that aspects
of "IMF are frequently debated, (and) the IMFs role in the African continent is especially controversial. ...Many people around the world and in Africa see the IMF as nothing more
than a cover for further Western intervention, and even colonialism. The IMF, which is supposed to help countries that are in debt, has instead been criticized for covertly allowing
developed countries to ease state control of undeveloped countries in order to allow Western companies and capital to flow in. " IMF has posed a threat and many
critics claim that it has done more damage than good. Boateng (2003) reports on criticism spouted by Joseph Stiglitz who talks about the IMFs priorities and strategies. He
explains that it is important not only to look at what the IMF puts on its table, but what it leaves off is also significant (Boateng, 2003). He explains that
while stabilization is on the agenda, job creation is not and while taxation is a concern, land reform is ignored (Boateng, 2003). Although there is money to bail
out banks, there does not seem to be funds to improve education and health services (Boateng, 2003). Another problem is that Africa has the largest incidence of
AIDS and has not received enough aid from the world community. Finally, aside from the problem caused by globalization, and an inattention to AIDS, there is the war on terror.
