2005). The Deputy Secretary has a slew of offices with five distinct divisions ("Department of Homeland Security," 2005). The hierarchy is essentially bureaucratic. It is intricate in design, something that
some see as a fault. In fact, Dilulio (2005) calls the department "bureaucratically dysfunctional" (p.16). This is true of many bureaucracies. Still, there are a variety of offices and they
each serve a fundamental purpose. There are critics of the organization of the Department of Homeland Security. Some ask whether or not the Department of Homeland Security is logically
organized to effectively fulfill its goals. Are there agencies present in the department that do not belong? Are there agencies not present in the department that do belong? Might
there be a way to better organize this department? Many questions loom over this department that has become quite controversial. In respect to the question as to superfluous departments, it
seems that FEMA is the one that often comes up. Should it be a part of this department? Some do not think so. FEMA actually joined the Department
of Homeland Security in 2003 (Dilulio, 2005). Tom Ridge would argue that a new department was not needed (Dilulio, 2005). Still, FEMA did appear. Its addition was problematic as down
the road it seems that FEMA had not operated well during certain disasters. Perhaps the ties to Homeland Security was detrimental to its function as an independent agency. Freedberg (2005)
