of considerable study, and the National Center for Educational Statistics has recently published comparative statistics on dropout rates across the United States. While states like California, with the largest
public school population, have the highest number of high school graduates (316,124), the District of Columbia, with the smallest public school population, subsequently has the fewest number of high school
completers (3,043) (IEE, 2004). Though neither of these regions fall into the lowest percentage rates for high school graduates, the prevalent urban settings and increasing minority populations have led
