system and the methods by which are laws are made. How a Bill Becomes a Law "A bill is a proposal for
the enactment, amendment or repeal of an existing law, or for the appropriation of public money" (The Process of A Bill Becoming a Law, 2002). The process by which
a bill becomes a law is actually not as simplistic as people may otherwise believe. The process is described in detail in a book called "The Dance of Legislation",
where the author outlines just what is involved (Redman, 2000). Eric Redman (2000), the author of this book, was a member of Senator Warren Magnusons staff and therefore has
insight into the process from which the rest of us can gain understanding. What might come as a surprise to
some is the inability for a bill to simply go through a straightforward process. While this may happen in theory, the truth is that the process is actually much
more convoluted, frustrating, and maddening than the theory. And yet, this is the reality. There are a vast variety of people and groups trying to influence the decisions
which are made in order to protect their own interests. Because of all of this, taking an issue from a bill to a law is actually quite complex.
