Not only do infectious diseases present a national security threat, the United States has no
real provisions for making a concerted response to biological terrorism. Not only do
we not have adequate provisions for bioterrorism attacks, that has been the case for a number of years. The February 1999 conference sponsored by John Hopkins University illuminates the
fact that currently the first responders to biological terrorism within the United States would be medical personnel and hospitals (John Hopkins University Center for Biodefense Studies, 1999). Even though
the terrorist threat has intensified since that date, the situation is essentially still the same today. The institution of adequate provisions to defend
ourselves against biological attacks is a priority in the turbulent world situation that we face today. While there are concerns among various governmental agencies, there is no one agency
which is charged with the responsibility of preparing for and responding to incidents of biological terrorism. This is not the case with other types of security threats. When
