all forms of public service, as employees, as officials and as administrators are encouraged and expected to adhere to the principles outlined in the Code. However, it has become
debatable as to whether or not the ASAP Code of Ethics are effective or even representative of the expectations that the American public may have of their public servants.
There is discussion as to whether or not the ASAP Code of Ethics is too aspirational rather than proscriptional. In this day and age of globalization and advanced
technological information systems, the idea of ethics and morality has taken on an entire new meaning. Economics appears to have become more of a driving force and may have
created major issues in rather or not the public servants adhere to the Code. One of the primary changes which would prove to make the existing Code more effectual would
be the enforcement of the Code. Seldom if ever, is any member of the American Society of Public Administration censured or expelled. It may be time for the
American Society of Public Administration to put some teeth into their Code or to revamp it so that it better emphasizes the proper and right conduct of public servants. BACKGROUND
The American Society of Public Administrations Code of Ethics was first formulated and adopted in 1984(Is ASPAs..., 2005). Subsequently, it was revised in 1994(Is ASPAs..., 2005). We are
