in a minority there is often less attention and less understanding as well as funding directed at that community. This appears to be the case when looking at the indigenous
population in Australia which is further complicated by the sometime turbulent relationship between the indigenous and non indigenous people. One area which is of great concern is the use
and abuse of alcohol. The different cultural context is which its use has developed has created a range of issues which are associated strongly with the aboriginal peoples due to
past social inequalities and access issues (Brady, 2005). There are many aboriginal Australians who do not drink any alcohol, however the levels at which there are server alcohol where it
is consumed it at a much higher incidence rate that other populations, such as the non indigenous Australian population, or the population of Europe (Kelly and Kowalyszyn, 2003). The
problem of alcoholism and alcohol abuse and its relativity high levels in the indigenous population have been well documented in many papers (Kelly and Kowalyszyn, 2003; Saggers and Gray, 1997,
Weller et al, 1992), however in many instances the attention has been focused on why there has been such a high level of demand for alcohol in this population and
consideration of the way of limiting that demand by restricting supply rather than exploring or proposing the use of negative health minimisation policies (Saggers and Gray, 1997). Even with discussion
