that maintenance which is performed by lower paid mechanics which are working for outsourcers is a whole lot cheaper. Airlines facing financial pressures have increased their use of outsourced maintenance,
raising questions about the governments ability to provide effective oversight of the critical work being done by contractors and what that could mean for potential safety risks. More and more
cost conscious airlines are electing to have their maintenance work completed by outsourcers who are independent contractors. Many of these independent contractors are located in foreign countries. And
of primary concern is that much of the outsourced maintenance is being performed by mechanics who are not FAA certified. This raises the issue of how the Federal Aviation Administration
(FAA) can be more aggressive about their supervision and policing of the work performed by non-certified shops. One of the primary issues of concern is how to maintain quality
