As example, it was in the late 1970s that Raleigh gained Springmoor, a development offering a variety of living arrangements ranging from detached housing for fully independent living to assisted living to full nursing home care, all in a setting that rivals the highest-end subdivision in appearance and amenities. Springmoor also was crushingly expensive and in the beginning was well out of reach of those at or below middle class status. Prices appear to have been reduced over time as the development ages and as it gained several competitors in the local area, but still relatively few of the increasing numbers of retirees are able to afford the gracious living that Springmoor and its counterparts offer. A growing response to bridge-seeking between full home care and long term care is adult day care. North Carolina Regulations North Carolina does not have a separate set of regulations specific to adult day care. The state places adult day care into a category that also includes seniors centers focusing on social and wellness programs and activities, adapting healthcare needs to those standards rather than establishing separate standards based on a nursing home model. Programs serving one to three individuals on a regular basis do not have to be certified or meet any standards other than those of general care and being registered with the state; programs serving four or more individuals must be certified annually by the states Division of Aging.
