Progress standards for their grade level (Alliance for Excellent Education, 2006). * It is far worse among low-income students where only 15 percent achieve proficiency level (Alliance for Excellent Education,
2006). * In inner-city/urban low-income schools, the average ninth-grade student reads at the sixth- or seventh-grade level (Alliance for Excellent Education, 2006). * Only 3 percent of eighth-graders read at
