This particular department has a history of police officers using aggressive physical force when taking arrestees into their custody. Within the last six months, there have been two lawsuits
brought against the city regarding issues stemming from excessive force, negligent selection and retention of its police officers. Because the nature of the charges brought against the city, they
have lost two major cases in regards to the above mentioned findings. It is obvious from the facts found during the court proceedings that the department was negligent in
the recruitment of its officers and did not properly discipline the officers when they should have been suspended or terminated due to their violent tendencies.
The apparent reasons for the above mentioned issues are due to the fact that the department has had relaxed the hiring criteria within the last few years due
to low recruitment; so the department lowered the hiring standards so that they would be able to recruit individuals for the position of police officer. The unfortunate dilemma has
brought forth substandard individuals into the department who would normally be unsuitable for the position of police officer if the previous standards were upheld. This in turn has created
liability and civil suits for the city, and has tarnished the image for both the city and the department. This paper will also cover the rigorous applications recruits must
pass and complete before they are considered and found suitable for the law enforcement profession. It is clear how the implementation of new policies and procedures regarding current officers
and prospective recruits will enable the department to filter out the unsuitable individuals and make a place for those who uphold both the spirit and letter of law enforcement.
