There are many other issues that occur in schools as well, ones that when compared to safety and budgetary constraints appear to be nearly trivial. Taken together, however, these minor issues and administrators approaches to their solution contribute to the tone of the culture of the school. Many have the ability to positively affect students grades, learning, measurable achievement and the process of maturing. Vandalism Certainly vandalism is no minor issue, but a middle school in East Tennessee changed it from being a significant budget item to being a minor nuisance. Bathrooms are the prime targets for vandalism in schools (Gettelman, 1998), and this middle school was no exception. The principal noted that most vandalism occurred during classes when there were not many students present in the bathrooms and when those who were had more time to vandalize them than between classes. Available time combined with low traffic appeared to create the best opportunity for committing acts of vandalism anonymously; the schools response was to lock the bathrooms during class time. The school uses a block scheduling system so class periods are long. The schools solution was to lock the bathrooms during class time, making them available to students only between classes and throughout the schools collective lunch period. Some students and their parents complained, citing long class periods and lack of time between classes. The principal altered the lockdown rules to allow students to use the bathrooms during class periods, but only with permission and only with the use of a key obtained from the teacher. ...
