The current approach is to provide live training sessions covering much material but not making any provision for review of the material at other times. The purpose here is to provide a literature review and method that the department can use to improve the quality of its training program while also making recorded sessions available for review well after the training period has ended. Literature Review Of course education of any kind is multi-faceted. All of the students in DHHRs training classes are adults, however, which introduces additional considerations beyond the need to address different learning styles and students educational backgrounds. Adult learners already have experience on which to draw, and they all have different motivations for attending training sessions, even when such sessions are required. At minimum, stakeholders are seen as being the department, its employees, its customers and the taxpayers. There can be many more stakeholders, of course. Extending consideration to these other stakeholders has been seen in the past as being a charitable act, but the growth of sustainability movements reveals that addressing stakeholder needs can enhance the departments effectiveness. Laszlo (2003) writes, Extending consideration to stakeholders is not a charitable adjunct to a successful business strategy but an intrinsic element of it. Integrating economic, social, and environmental objectives into a single bottom line can be a significant source of innovation and top-line growth (p. 6).
